Singapore's MPA Leadership Transition: Loh Khum Yean Takes the Helm (2026)

Prior to his retirement in 2023, he held key positions such as Permanent Secretary in the Public Service Division and the Permanent Secretary for Law, Trade and Industry, and Manpower. His leadership and expertise have been recognized through awards like the Public Administration Medal (Silver) in 2002 and the Public Administration Medal (Gold) in 2011.

The MOT praised Mr. Loh's ability to strengthen the MPA's institutional capabilities and contribute to its strategic goals. His appointment comes at a crucial time, as the MPA navigates a rapidly evolving maritime landscape. Mr. Loh's experience in managing complex challenges, including trade tensions, technological advancements, and the impact of the COVID-19 pandemic, will be invaluable in ensuring the MPA's continued success.

Mr. Niam Chiang Meng, who served as the chairman for over nine years, has also made significant contributions to the MPA's achievements. During his tenure, the Port of Singapore maintained its status as one of the world's busiest ports, a leading bunkering hub, and a top-five ship registry. Mr. Niam's leadership fostered a thriving ecosystem of shipping, maritime services, and innovation, and his collaboration with industry and union partners has advanced workforce development across the sector.

Under Mr. Niam's leadership, Singapore achieved notable milestones, including its election to the International Organization for Marine Aids to Navigation (IALA) Council in 2018 and the hosting of the first General Assembly of IALA as an intergovernmental international organization in 2025. Additionally, Singapore's representation on the Council of the International Maritime Organization between 2017 and 2023 further solidified its commitment to global maritime governance.

The MOT expressed gratitude for Mr. Niam's dedicated and distinguished service, acknowledging his pivotal role in shaping the MPA's success.
